I just read Jake Tapper's account of comments by President Sarkozy with the post title:
Sarkozy to Obama: Je t'aime
When asked by a reporter if Sarkozy was endorsing Obama, the French
president did not deny it. Sarkozy was quoted in Le Figaro this
morning calling Obama his "pal." But this took it all much, much
further.
I'm reminded of 2004 when John Kerry told reporters in Florida
that that he'd met with foreign leaders who privately endorsed him.
I recall the Bush campaign pouncing:
It seems that Barack is trying to get actual foreign leaders to endorse him. John Kerry made a similar comment but couldn't find a single leader to come forward and say it explicitly.

JOHN SHOVELAN: Senator John Kerry's remarks appeared to have played
into the hands of the Bush/Cheney campaign, which immediately responded
with a statement that read:
"Senator Kerry's foreign friends may prefer him as US president, but the election is in the hands of the American people."
This
may also be an opportunity for McCain to make a similar point,
especially given the overt support some foreign leaders now seem to be
throwing Obama's way.
